RESOLUTION

COUNCIL

No. 2026-07

WHEREAS, the City of Newport regularly pursues state, federal, and private grant opportunities that require clear internal coordination, defined approval authority, and alignment with the City’s adopted strategic and operational priorities; and

WHEREAS: at present, the City of Newport does not have a formally adopted policy governing financial thresholds and approval processes for grant-seeking; and

WHEREAS: the City’s Strategic Plan calls for the establishment of a centralized Grants Office within the Department of Resilience & Sustainability to improve accountability, transparency, and efficiency in grant pursuit and management; and

WHEREAS: the City is currently developing a comprehensive Grants Policy & Operational Manual and implementing a citywide Grants Management System to support the full lifecycle of grant activities; and,

WHEREAS: the proposed Financial Thresholds and Approval Processes Policy is intended to standardize internal decision-making, clarify approval authority, align grant pursuits with the City’s procurement thresholds, and strengthen governance and oversight of grant activity; and

WHEREAS: adoption of this policy will improve the City’s competitiveness for external funding, streamline internal workflows, reduce administrative burden, and enhance compliance and fiscal accountability; NOW THEREFORE, BE IT

RESOLVED: that the City Council of the City of Newport hereby adopts a formal policy governing Financial Thresholds and Approval Processes for all future grant-seeking activities undertaken by the City of Newport; and be it further

RESOLVED: that the Grants Office within the Department of Resilience & Sustainability, in coordination with the City Manager and Director of Finance, is authorized to administer and enforce the policy consistent with applicable City ordinances, procurement requirements, and adopted plans.
