The Portsmouth Housing Authority board met Jan 16, 2025 at Quaker Estates IV. Commissioners Seveney, Cortvriend, Gump, and Chretien attended along with guests from Sabattus Housing, Phoenix Property Management, and town council. Minutes from Jan 8 were approved. No financials, communications, or old business were presented. The board and Mr. Packard held an informational session with about 20 residents on Quaker Manor and Quaker Estates I–IV covering HUD issues, current management by Phoenix, planned ownership transfer to Sabattus Housing, funding strategies, and grant pursuits (including a CDBG application). A robust Q&A followed. The meeting adjourned at 12:50 pm.

MEETING MINUTES

FOR THURSDAY, JANUARY 16TH, 2025 AT 12:00 PM
Location: Quaker Estates IV – Community Room

potential action and/or vote on the following asterisked* items:

A. Minutes for January 8th , 2025. Motion to approve by T. Cortvriend, second by G. Gump.
Passed unanimously.

7. NEW BUSINESS *
A. Conduct an informational status meeting on the state of Quaker Manor and Quaker Estates
I-IV with the residents. The PHA Board members and Mr. Packard recounted the efforts/
activities engaged in over the past four years to resolve HUD issues, operations of the
facility, and deal with financial challenges in front of a group of approximately 20
attendees and residents. Dialogue included current status on operation of the property by
Phoenix Property Management, ownership transfer to Sabattus Housing, Inc., and future
plans for improving the property, establishing new funding sources, and pursuing grants
like the CDBG application currently under consideration.
8. PUBLIC COMMENT/OPEN FORUM
A. Question & answer period with the residents. Conducted a robust Q&A discussion with
the residents in attendance.
