RESTRIPING OF ADMIRAL KALBFUS AND THE APPROVAL OF A WEIGHT RESTRICTION SIGNAGE

WHEREAS: On 10/25/2023 the council directed city administration to send communication to the Rhode Island Department of Transportation (RIDOT) and to the State Traffic Commission for review of Admiral Kalbfus Road for further study on traffic calming safety measures. The city requested the following:

1) Upgraded traffic signal equipment at the intersection of Admiral Kalbfus and Hillside Avenue;

2) Install “No Turn on Red” signs on the traffic signals at Admiral Kalbfus at Hillside Avenue;

3) Permission to include speed and red-light cameras at the Admiral Kalbfus at Hillside Avenue intersection;

4) A Traffic signal at Admiral Kalbfus at Sagamore Street;

5) Weight-restriction on vehicles on Admiral Kalbfus Road.

WHEREAS: RIDOT and the state traffic commission completed the study and issued a letter on 08/23/2024 stating: they will honor the installation of backplates with retroreflective borders on all signal heads at the intersections of Admiral Kalbfus at Hillside Ave and Admiral Kalbfus at West Main Road.

WHEREAS: The “No Turn on Red” signs have been installed on all approaches to the Hillside Avenue intersection, including on the traffic signals where applicable.

WHEREAS: The city of Newport is set to implement a speed camera at the intersection of Admiral Kalbfus and Hillside Ave and have received approval from RIDOT to include speed and red-light cameras at Admiral Kalbfus and Hillside Avenue’s intersection.

WHEREAS: The State Traffic Commission (STC) approved a Rectangular Rapid Flashing Beacon (RRFB) at the Sagamore Street crosswalk crossing Admiral Kalbfus Road, which consists of two rectangular-shaped yellow signals, each with a LED-array-based light source that will be activated by push buttons. RRFBs flash with

an alternating high frequency when activated to enhance conspicuity of pedestrians at the crossing to drivers.

WHEREAS: RIDOT showed the city a potential option of restriping the roadway to provide 10-foot travel lanes and buffered 5-foot bike lanes along the corridor. This roadway modification falls in line with the recently completed “Ride Island Bike Plan” by Bike Newport, where it identified Admiral Kalbfus Road as cross-town connector for bike travel. If this option was implemented, truck restrictions would also be recommended to the STC for approval due to the 10-foot travel lanes; NOW, THEREFORE BE IT

RESOLVED: City council supports the recommendation of the roadway modification to provide 10-foot travel lanes and buffered 5-foot bike lanes; AND BE IT FURTHER

RESOLVED: City administration will provide RIDOT with a written response the City is in favor of the restriping of Admiral Kalbfus Road to provide 10-foot travel lanes and buffered 5-foot bike lanes and the accompanying weight restriction; AND BE IT FURTHER

RESOLVED: City administration work with Newport public schools to provide an additional crossing guard until such time that traffic calming measures can be implemented at Admiral Kalbfus Road and Sagamore Street.
