WHEREAS: The City of Newport has adopted The Vision Zero: Safe Streets for All goal of eliminating traffic deaths and serious injuries on City Streets by 2034, and endorsing Vision Zero as a comprehensive and holistic approach to achieving this goal; AND
WHEREAS: The City of Newport has pledged a commitment to establishing a continuous and evolving evaluation framework in service of this goal, including the 2025 Safety Action Plan. This framework will involve the ongoing assessment and revision of strategies, actions, and metrics to ensure progress toward the goal of eliminating traffic deaths and serious injuries by 2034; AND
WHEREAS: The 2025 Safety Action Plan has been produced by Consultant Toole Design on behalf of RIPTA, utilizing Newport’s baseline crash data, insight collected through community engagement exercises, knowledge of concurrent regional and state efforts, and staff expertise of existing transportation planning processes to propose clear, Newport-specific strategies to reduce and aim to eliminate people dying and becoming seriously injured as a result of traffic related incidences; AND
WHEREAS: The 2025 Safety Action Plan has been interdepartmentally reviewed by City Staff to ensure the goals and actions outlined in the Plan are achievable, complement and build upon existing City processes, and systemically improve the safety and quality of life of all road-users in Newport; AND
WHEREAS: the City of Newport has previously adopted the “Green and Complete Streets Policy” in June of 2021, as well as “Keep Newport Moving”, Newport’s Transportation Master Plan in April of 2023, where Vision Zero was listed as a critical design and policy strategy to accomplish the goals listed within “Keep Newport Moving;” AND
WHEREAS: the 2025 Safety Action Plan provides a unification of the “Green and Complete Streets Policy” and “Keep Newport Moving” strategies through tangible actions that can be locally implemented in the near and long term; AND
WHEREAS: The State of Rhode Island has committed to the development of and adoption of an updated Complete Streets Plan and Design Guide, which establishes a statewide and municipal Complete Streets policy and priorit
RESOLVED: that the Council adopts, as follows:
Newport’s 2025 Safety Action Plan, which outlines crash analysis, community input, and implementation strategies to progress towards the Vision Zero goal of elimination traffic deaths and serious injuries by 2034; and
A commitment to achieving the Vision Zero goal through tangible actions outlined within the Safety Action Plan document, specifically through support of staff and community groups in pursuit of fulfilling such actions.
