No. 2024-22
WHEREAS: the City of Newport issued RFP No. 24-053 soliciting proposals to provide automated speed and traffic light enforcement technology and services for the City; and
WHEREAS: award has been recommended to Conduent State and Local Solutions Inc. of Florham Park, NJ, meeting all specification for providing the City of Newport with automated speed and traffic light enforcement technology and services. NOW THEREFORE, BE IT
RESOLVED: the City of Newport shall award the contract for RFP No. 24-053, automated speed and traffic light enforcement technology and services to Conduent State and Local Solutions Inc. and the Mayor is authorized to execute a contract on behalf of the City, subject to favorable review by the City Solicitor.

RECOMMENDATION:
It is the recommendation from the Newport Police Department that the City of Newport enter into an agreement with Conduent State and Local Solutions Inc. to implement an automated speed enforcement and traffic light system in designated Newport school zones.
BACKGROUND AND FINDINGS:
Public communication to the Police Department and City Administration identified the need to expand traffic safety programs and enforcement. Automated speed and traffic light enforcement was recognized as a prudent method of accomplishing this public safety need.
Over the past year the Newport Police Traffic Unit met with police officials from cities and towns in Rhode Island utilizing automated speed and traffic light enforcement systems for the purpose of researching options that fit the needs of our residents. A request for proposal (RFP-053) was facilitated and the city received six proposals. After review of the proposals and options, it was determined that Conduent State and Local Solutions Inc. was the fit for the City of Newport. There will be no upfront cost to the City to facilitate this project. Upon final stages of implementation, fines from speed violations will be a source of revenue. It is anticipated that any staffing costs to run the program will be offset by the revenue generated through the program.
