THE CITY OF NEWPORT
RESOLUTION
OF THE
COUNCIL
NO.2024-06
WHEREAS: The well-being and care of the Newport harbor and surrounding waters is of utmost concern to the city council and residents of The City of Newport; AND
WHEREAS: Of particular concern to the city council in recent years has been and remains, the ability to create and establish ordinances for the management of activities and uses in its harbor and water areas; AND
WHEREAS: Specifically, regarding the above, the city council recognizes the need for enhanced local control and regulation of houseboats located within The City of Newport; AND
WHEREAS: In addition, the city council recognizes the framework established by RIGL 46-4, which grants municipalities the authority to create and establish ordinances for the management of activities and uses in its harbors and water areas, which includes houseboat oversight; NOW, THEREFORE BE IT
RESOLVED: That the Newport City Council does hereby request of its legislative delegation, introduction of enabling legislation permitting Rhode Island municipalities to enhance their legislative authorities to regulate houseboats within their jurisdiction and enforce ordinances, rules, and regulations on public waters; AND BE IT FURTHER
RESOLVED: That the Newport City Council requests in addition that said legislation augment the powers municipalities are currently allotted by state law to manage houseboat activities and uses and ensure the health, safety, welfare and enjoyment of public waters by residents and visitors is maintained.
