RESOLUTION

WHEREAS, the City of Newport adopted a Citywide Strategic Plan to guide municipal priorities, operations and policy decisions, previously entering into a professional services agreement on March 15, 2024 with Raftelis Financial Consultants, Inc. to assist with Strategic Plan development and implementation support; and

WHEREAS, City staff has continued to advance the Strategic Plan, making measurable progress during calendar year 2025 towards the plans identified outcome areas; and

WHEREAS, the City desires to document this progress and continue to ensure that the Strategic Plan remains current, accurate, and reflective of accomplishments achieved to date; and

WHEREAS, Raftelis has proposed an extension of the agreement to provide continued Strategic Plan implementation support, consisting of an implementation update report capturing progress made during 2025 related to plan outcome areas and updating the City’s Strategic Plan document to reflect key accomplishments achieved in 2025; and

WHEREAS, City Council finds that this extension will promote accountability, transparency and continuity in the City's strategic planning efforts in a fiscally responsible manner. NOW THEREFORE BE IT

RESOLVED: the City Council approves the proposed extension to the agreement with Raftelis Financial Consultants, Inc. to provide Strategic Plan implementation support as described herein, in an amount not to exceed $6,500, funded by the City Council Contract Services account and the Mayor is authorized to sign the agreement, subject to the review and approval of the City Solicitor.
