RESOLUTION

WHEREAS: the Rhode Island Central Landfill is nearing capacity and the RI Solid Waste 2038 plan recommends supporting food waste diversion; and
WHEREAS: Newport’s 2017 Comprehensive Community Plan includes GOAL CSF-2, To meet or exceed the State’s mandated solid waste recycling rate of 35% with actions: A) Begin to include compost waste into the City’s recycling efforts; and B) Educate citizens regarding the benefits of composting, available programs and the costs associated with organic waste disposal; and
WHEREAS: 11th Hour Racing awarded the City of Newport a grant in the amount of $475,000.00 for up to 1,500 residential addresses to receive two years of residential curbside composting pickup service, including bins and materials for households; and
WHEREAS: the total cost of the work to be performed under the project shall not exceed Five Hundred Thirty Thousand Dollars ($530,000.00) with Four Hundred Seventy Five Thousand Dollars ($475,000.00) from the grant from 11th Hour Racing, Thirty Thousand Dollars ($30,000.00) from the City’s FY2026 Capital Improvement Plan, and Twenty Five Thousand Dollars ($25,000.00) from the Eastern RI Conservation District; and
WHEREAS: the City of Newport desires to enter into this Agreement to conduct work outlined in the 2025 Residential Curbside Composting Proposal Narrative to 11th Hour Racing. NOW THEREFORE, BE IT
RESOLVED: that the $475,000.00 Grant Agreement between the City of Newport and 11th Hour Racing for the purpose of, “Residential Curbside Composting,” is hereby approved and the Council Chair is authorized to sign said Grant Agreement on behalf of the City, subject to review of the City Solicitor’s office.
