WHEREAS: The City of Newport’s Opioid Settlement Funds were accepted and adopted by the city on 12/30/2021 to address the needs of Rhode Islanders impacted by opioids and substance use disorder by building and expanding prevention programs, expanding treatment to in-need populations, and expanding rescue services and training and distribution of overdose-reversal drugs Using data collection and research to evaluate the effectiveness of these strategies; and
WHEREAS: Per the direction of the City Council, The Grants Office within the Department of Resilience & Sustainability, in coordination with the Solicitor’s Office, and the Deputy City Manager has developed and established a competitive Special Projects Grants application & peer review process to award & distribute the Opioid Settlement Funds awarded to the city; and
WHEREAS: The Newport Prevention Coalition (NPC), is established to provide effective substance use prevention strategies, mental health advocacy, and treatment options, and to encourage healthy lifestyle choices and provide a deeper understanding of the complexities of mental health and substance abuse disorders for the benefit of Newport County residents; and
WHEREAS: the peer review panel assembled and managed by the Grants Office has evaluated NPC’s proposal and found the request to be in alignment with the governing tenants of the Opioid Settlement Agreement, as well as the established review criteria and evaluation rubric used by the panel, and has recommended it for an award. NOW THEREFORE, BE IT
RESOLVED: that the City Council authorizes the Grants Office within the Department of Resilience & Sustainability to coordinate with the Finance Department to award a Special Projects Grant of Forty Thousand ($40,000) from the City’s Opioid Settlement Fund account to support the request of the Newport Prevention Coalition.
