The City of Newport Council approved a resolution authorizing a change order with Tyler Technologies for the DebtBook Treasury Management System. A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A CHANGE ORDER UNDER THE CITY'S EXISTING TYLER TECHNOLOGIES AGREEMENT FOR THE DEBTBOOK TREASURY MANAGEMENT SYSTEM

WHEREAS, the City of Newport currently utilizes the Tyler Technologies Munis Enterprise Resource Planning ("ERP") system as its primary financial management platform; and

WHEREAS, Tyler Technologies has identified treasury management as a specialized function requiring enhanced capabilities beyond those available within the Munis ERP platform and has entered into a strategic partnership with DebtBook to provide debt management, investment management, and cash management functionality to Tyler ERP clients; and

WHEREAS, DebtBook's Treasury Management System will provide the City with centralized debt management, automated compliance monitoring, investment portfolio oversight, cash forecasting, bank fee analysis, and direct integration with the City's existing financial systems; and

WHEREAS, the Finance Department has determined that this acquisition qualifies as a sole-source procurement because DebtBook is offered through Tyler Technologies' strategic partnership program as the designated treasury management solution available under the City's existing Tyler Technologies agreement; and

WHEREAS, funding for the agreement has been identified within the currently budgeted ERP budget; and

WHEREAS, the authorized agreement shall provide for an annual subscription cost of Seventy-Five Thousand Dollars ($75,000) for a three-year term commencing July 1, 2026, together with any contractually authorized annual CPI adjustments. NOW, THEREFORE, BE IT

RESOLVED, that the City Council approves the contract change order to Tyler Technologies, Inc. for acquisition of the DebtBook Treasury Management System for the subscription of Debt Management, Investment Management, and Cash Management modules at an annual subscription cost of $75,000 for a three-year term beginning July 1, 2026 plus CPI adjustment and authorizes the Council Chair to sign the change order for same, upon review of the City Solicitor’s office, on behalf of the City.
