RESOLUTION

WHEREAS: the Rhode Island Department of Public Safety has gone through a statewide Procurement process and contracted with CSI Technology Group (CSI) to design, implement and support a statewide CAD/RMS software system enabling Rhode Island's public safety agencies to enhance their level of system integration and promote data sharing to provide information necessary for the provision of emergency services throughout Rhode Island; and

WHEREAS: Newport Police Department and Rhode Island Department of Public Safety find it in the best interest of the public to enter into a Memorandum of Understanding (MOU), allowing for the Rhode Island Department of Public Safety to provide for the installation, operation, and maintenance of a statewide dispatch and records management system; and

WHEREAS: Rhode Island General Law 42-28.10 became effective July 7, 2021 and § 42-28.10-1 reads, "The director of the department of public safety in the director's capacity as superintendent of the division of state police is hereby authorized and empowered to provide for the installation, operation, and maintenance of a statewide dispatch and records management system (RMS). The statewide records management system shall provide for the storage, exchange, retrieval, retention, manipulation, archiving, and viewing of information, records, documents, or files pertaining to law enforcement operations. The records may include, but not be limited to: incident and accident reports, arrests, citations, warrants, case management, field contacts, final dispositions, and other operations-oriented records."; and

WHEREAS: pursuant to 42-28.10-4, participating law enforcement agencies will be required to pay a user fee which shall be maintained in a restricted receipt account; and

WHEREAS: pursuant to 42-28.10-5, a restricted receipt account has been created within the general fund to be known as the statewide records management system account; NOW THEREFORE BE IT

RESOLVED: That the MOU agreement with Rhode Island Department of Public Safety (RIDPS) is hereby accepted at the total not to exceed cost of $83,645.65 annually until the end of FY
