RESOLUTION

COUNCIL

WHEREAS: the current heating, ventilation and air conditioning system in the Brick Market building is over thirty years old and has exceeded its projected useful life; and

WHEREAS: the City secured a grant from the RI Office of Energy Resources (RIOER) for $229,720.34, broken down into $129,720.34 in federal funding from the Energy Efficiency & Conservation Block Grant (EECBG) Program/U.S. Department of Energy, and $100,000.00 of Regional Greenhouse Gas Initiative (RGGI) funding, to be spent and closed out no later than December 31, 2025; and

WHEREAS: the Energy Chapter of the City's Comprehensive Plan states as its first goal that Newport shall be a leader in energy conservation and renewable energy, and as its first policy in accomplishing this, that the city shall implement energy conservation practices and the use of renewable energy sources in municipal facilities and properties; and

WHEREAS: Newport City Council authorized $134,180.00 to support an Architectural and Engineering Services contract for the upgrade of the Geothermal HVAC at the Brick Market Newport History Museum (Resolution 2024-12); and

WHEREAS: Newport City Council authorized a not-to-exceed contract of $665,800.00 with Farrar Associates Inc. for the replacement of the HVAC System at the Brick Market Building (Resolution 2025-19); and

WHEREAS: the total project cost is $799,980, less the $229,720 from the RIOER grant, a balance is needed from the City’s Capital Improvement Program in Fiscal Year 2027 for $570,260 to complete the project as authorized by previous Council Resolutions; NOW THEREFORE, BE IT

RESOLVED: that the Council hereby approves authorization of $570,260.00 in the Fiscal Year 2027 Capital Improvement Plan (CIP) budget to cover
