Director of Facilities Management/Transportation and Safety
DIRECTOR OF FACILITIES MANAGEMENT/TRANSPORTATION AND SAFETY
QUALIFICATIONS: 1. Bachelor’s Degree
2. Minimum five (5) years experience in related fields.
3. A working knowledge of electrical, heating, ventilation and plumbing systems.
4. Ability to interpret blueprints, mechanical drawings and schematics.
5. Demonstrated ability for budgeting, planning, purchasing, maintenance, bidding and reporting.
6. Familiar with State and Federal regulations regarding asbestos, hazardous materials, OSHA, etc. affecting public schools.
7. Knowledge and experience in energy conservation and utility management.
8. Demonstrated knowledge of the requirements for transportation of students.
9. Utilize job embedded technology.
10. Knowledge, understanding and implementation of district and school safety protocols and plans.
11. Demonstrates a willingness to accept responsibility and cooperation with all school personnel.
12. Experience as a supervisor or manager of personnel.
13. Strong interpersonal skills in a team environment.

REPORTS TO: Superintendent of Schools
SUPERVISES AND
EVALUATES: All custodial and maintenance personnel with input from the Building Principal, Head Custodians and Maintenance foreman, and Bus Company leadership.
JOB GOAL: To provide all students, employees and the community at large with a safe, secure, clean, attractive, and efficient environment in which to learn, teach, play, and work as well as to provide an effective and efficient transportation system ensuring safety of all riders.
PERFORMANCE RESPONSIBILITIES
Leadership and Planning
1. Oversee the scheduling of transportation including route, athletics and co-curricular trips.
2. Keep informed of the latest trends, developments and products in the areas of maintenance, repair and upkeep, and encourage innovation and experimentation, as appropriate.
3. Prepare and administer the budget for maintenance, grounds, security and custodial supplies and equipment.
4. Prepare specifications for bids for subcontract work and be responsible for recommending an award, verifying bidder, bonding and insurance. Supervise and inspect the improvement and renovation work performed by outside contractors, and verify that the terms of all such contracts have been fulfilled.
5. Authorize payment of all outside contractors performing work for the district upon satisfactory completion of said work.
6. Meet regularly with Building Administrators to review status of buildings and to discuss repair and renovation items.
7. Conduct a comprehensive and detailed cost analysis program of departmental contracts and advise the Superintendent and Business Manager accordingly.
8. Plan, implement and revise the district’s comprehensive facilities plan, capital improvement plan, and asset protection plan.
9. Maintain and continuously improve the Maintenance Management System that provides information on maintenance records, inventory controls, safety plans and work requests.
10. Generate reports to use in evaluating and managing district’s resources.
11. Explore shared services and collaboration opportunities with municipality and other school districts.
Safety and Security
1. Assume responsibility for all aspects of Buildings and Grounds including planning, scheduling, safety, maintenance and repair of the district’s buildings and grounds.
2. Ensure that all standards are consistent with all applicable laws are maintained and enforced.
3. Inspect and report on all school buildings, grounds and installations on a regular basis to determine that high standards of workmanship, cleanliness, safety and security are maintained.
4. In collaboration with the Police and Fire Departments, review on a regular basis all security precautions and procedures, and recommend additions, changes or reductions in service, as appropriate.
5. Organize and implement a program of preventive maintenance and make recommendations for the determination of rent-or-buy decisions and optimal timing of replacements for vehicles and equipment assigned to the department.
6. Maintain the required records for and conduct a continuing program of staff training and personnel development which includes, but is not limited to, the handling of chemicals, asbestos, lead paint, OSHA Regulations, Chemical Hygiene, Blood Borne Pathogens, and Building Fire codes.
7. Establish appropriate maintenance, grounds keeping, security, and custodial requirements for each school building and installation.
8. Manage access to all electronic codes, keys and other security systems.
Purchasing and Inventory
1. Determine and establish detailed specifications pertaining to supplies, materials, equipment and local contracts.
2. Recommend and coordinate the purchase of, receive, store and issue all maintenance and grounds materials, supplies and equipment.
3. Maintain a coordinated inventory control program for all areas of the department.
4. Guarantee efficient work order system for repairs of facilities and equipment; maintain a system of records, controls and procedures; ensure that all maintenance and repairs are completed in a timely fashion and in accordance with applicable standards.
Staffing and Management
1. Coordinate work and vacation schedules for all departmental personnel.
2. Assist in the recruitment, employment, assignment, transfer, promotion, demotion, or dismissal of all personnel encompassed within this area of operations.
3. Assist in the negotiation of the collective bargaining agreement by providing confidential advice and recommendations.
4. Work with principals of each building to recognize and evaluate custodial staff.
5. Provide staff development opportunities to promote safety, cleanliness, efficient and effective procedures, communication skill, work attitudes and ethics.
Facilities and Support Services
1. Establish appropriate maintenance, grounds keeping, security, and custodial requirements for each school building and installation.
2. Supervise the heating and ventilation of buildings in order to provide the necessary heat, air circulation, and hot water according to season, temperature and demand.
3. Establish requirements and schedules for:
· Snow plowing operations
· Care of grounds
· Dispersal and unloading of materials and supplies
4. Direct the preparation of playing fields, grounds and other necessary facilities for athletics and other school athletics.
5. Conduct a continuing analysis of all mechanical systems and procedures.
Miscellaneous
1. Work with Community Advisory Committees established by the School Committee.
2. Display the highest ethical and professional behavior in working with students, parents, school personnel, community members and outside agencies.
3. Attend required meetings and serve on staff committees as appropriate.
4. All other duties that may be assigned by the Superintendent of Schools.
TERMS OF EMPLOYMENT: Twelve month work year
EVALUATION: Performance of this job will be evaluated by the Superintendent of Schools.
