WHEREAS: the State of Rhode Island's Master Price Agreement #584, Engineering Services, presents FR Engineering Group Inc., of Warwick, RI, as a qualified vendor able to provide the required services for use by the City of Newport for services associated with the professional engineering services for the demolition and rebuilding of the Elm Street Pier. NOW THEREFORE, BE IT

RESOLVED: that the contract by and between City of Newport and FR Engineering Group Inc., of Warwick, RI, is hereby approved in the not to exceed amount of $55,000.00 to provide professional engineering services for the demolition and rebuilding of the Elm Street Pier, in accordance with RIMPA #584 and the Mayor is authorized to sign said contract on behalf of the City, subject to favorable review by the City Solicitor.

RECOMMENDATION:

The Harbors Division recommends awarding a contract to FR Engineering Group Inc., of Warwick, Rhode Island, using the State of Rhode Island Master Price Agreement #584 (Engineering Services) for the purpose of providing professional engineering services for the demolition and rebuilding of Elm St. Pier, not to exceed the amount of $55,000.00.

BACKGROUND AND FINDINGS:

The Elm St. Pier sustained significant damage in two consecutive storms in the winter of 2023-2024, resulting in significant structural damages. Many of the pier's structural support pilings were lost as well as multiple gussets.

This project will be done in two parts. First, 160 feet of the structure will be demolished. The remaining 100 feet will be shored up for public use during the 2024 summer season. The next step will be a replacement in kind for the summer of 2025.

In accordance with RIGL 45-40.1 through 45-40.8 titled Interlocal Contracting and Joint Enterprise, the Harbor Division has developed and negotiated the proposed construction management contract through the use of the existing RI Department of Administration (RIDOA) Master Price Agreement #584 “OE Engineering Services.”
