TOWN OF MIDDLETOWN, RHODE ISLAND
RESOLUTION IN SUPPORT OF RHODE ISLAND SENATE BILL 0043
WHEREAS, Senate Bill 0043, introduced in the Rhode Island General Assembly on January 23, 2025, proposes to amend Section 45-21-54 of the General Laws to increase the number of days a retired municipal employee may work in a calendar year without interruption of pension benefits from seventy-five (75) to ninety (90) days; and
WHEREAS, this legislative change would provide municipalities with greater flexibility to utilize the expertise of retired employees for temporary assignments, thereby addressing short-term staffing needs without compromising the financial stability of the pension system; and
WHEREAS, the proposed amendment maintains existing safeguards, ensuring that pension payments are suspended when the ninety (90) day threshold is exceeded, and clarifies that the rule does not apply to police officers working private details paid by nongovernmental entities; and
WHEREAS, the Town of Middletown recognizes the value of experienced retired personnel in maintaining continuity of services and meeting operational demands during peak periods or unforeseen circumstances; and
NOW, THEREFORE, BE IT RESOLVED that the Town Council of the Town of Middletown hereby expresses its support for the passage of Senate Bill 0043 and urges the Rhode Island General Assembly to enact this legislation.
BE IT FURTHER RESOLVED that a copy of this resolution be forwarded to the members of the Rhode Island Senate Finance Committee and the town's legislative delegation.
