Energy Benchmarking and Performance Tracking

(Per CHPS OM 3.0 – Option 1: EPA Portfolio Manager)

Purpose

Middletown Public Schools (MPS) is committed to maintaining high-performing, energy-efficient facilities that promote environmental stewardship and fiscal responsibility. This policy establishes a formal process for benchmarking and tracking energy performance across all school buildings using the U.S. Environmental Protection Agency’s ENERGY STAR® Portfolio Manager tool.

Scope

This policy applies to all new and existing MPS facilities and shall be implemented as part of the district’s ongoing operations and maintenance program.

Policy Statement

1. MPS shall adopt a continuous energy benchmarking program utilizing the EPA Portfolio Manager platform to monitor, record, and evaluate energy consumption and building performance.

2. Each facility shall be registered within the Portfolio Manager system, with baseline data including square footage, usage type, operating hours, and utility consumption entered and verified annually.

3. MPS will generate an ENERGY STAR score for each facility annually, targeting a minimum score of 75, where applicable, to achieve ENERGY STAR recognition.

4. The program will also track water use, waste generation, and greenhouse gas emissions where data are available, to support future sustainability goals.

5. A designated Facilities Department staff member shall serve as the Energy Benchmarking Coordinator, responsible for data entry, monitoring, and reporting.

Implementation and Review

Benchmarking data will be collected from utility invoices and other verified sources on a quarterly basis and reviewed annually to identify performance trends and opportunities for improvement. Every two years, MPS shall conduct a post-occupancy evaluation or recommissioning process to ensure that building systems continue to perform as designed. Results of benchmarking and post-occupancy analyses will be summarized in an annual Energy Performance Report shared with the School Committee.

Documentation and Reporting

MPS shall retain copies of all ENERGY STAR Portfolio Manager reports, including the initial facility report showing the ENERGY STAR score, as documentation of compliance with CHPS OM 3.0. Updates, corrective actions, and recommendations for improvement will be incorporated into the district’s Facilities Operations Plan.

Adoption and Oversight

This policy shall take effect upon approval by the Middletown School Committee and remain in force as part of the district’s sustainability and operational management framework. The Superintendent or designee shall oversee implementation and ensure continued compliance with CHPS OM 3.0 requirements.
