RESOLUTION
OF THE
COUNCIL
No. 2026-113
WHEREAS: Goals EN-1 and EN-2 in the 2017 Comprehensive Plan emphasize making Newport a leader in energy conservation and renewable energy use, and enhance the understanding of City staff and community members on energy-efficient practices; and
WHEREAS: the City of Newport identified a need to seek services and support of an Energy Manager consultant to assist in establishing or updating energy baselines, benchmarking municipal buildings, identifying energy efficiency and renewable energy projects, and centralize data tracking, monitoring, and evaluation of all energy programs across city-owned assets; and
WHEREAS: the Department of Resilience & Sustainability requested proposals for Energy Manager Services, RFP #2026-RS-001, and eight (8) technical and cost proposal submittals were received on June 5, 2026; and
WHEREAS: proposals were reviewed and scored by City staff from Resilience and Sustainability, Facilities, Planning, and Finance who determined that Blue Strike Environmental of Reading, Massachusetts/Monterey, California provided the most responsive technical and cost proposal. NOW THEREFORE, BE IT
RESOLVED: that the contract with Blue Strike Environmental of Reading, MA/Monterey, CA in the amount of $29,630.00 to provide Energy Manager consulting support services to the City is hereby approved and the Council Chair is authorized to sign this contract on behalf of the City, subject to favorable review by the City Solicitor’s office.
