2025-19 Resolution of the Council, re: Authorizing the Establishment of a Project Labor Agreement for the Middletown Middle-High School Project.

RESOLUTION OF THE TOWN OF MIDDLETOWN

AUTHORIZING THE ESTABLISHMENT OF A PROJECT LABOR AGREEMENT FOR THE MIDDLETOWN MIDDLE-HIGH SCHOOL PROJECT

WHEREAS: The Town of Middletown is undertaking the construction of a new middle-high school, the largest public construction project in the Town’s history, and

WHEREAS: The Town retained legal and construction experts to evaluate the benefits and impacts of utilizing a Project Labor Agreement (PLA) for this project, and

WHEREAS: The analysis concludes that a PLA would provide significant benefits, including mitigation of labor disruptions, protection against delays caused by strikes or jurisdictional disputes, and enhanced assurance of timely project completion, and

WHEREAS: The analysis further concludes that the use of a PLA is not expected to significantly impact the competitiveness of bids or increase overall project costs, as most subcontractors likely to perform the work are union-affiliated and will participate regardless of a PLA, and

WHEREAS: Timely and successful completion of the new middle-high school is essential to the Town’s educational goals and capital planning strategy.

NOW, THEREFORE, BE IT

RESOLVED: By the Town Council of the Town of Middletown that the Solicitor’s Office is hereby authorized to work with Gilbane Building Company, the Town’s construction manager, to establish and implement a Project Labor Agreement for the Middletown Middle-High School project, and that the Town Administrator is authorized to sign said Agreement on behalf of the Town.
