Resolution

WHEREAS, Residents of the southern end of The City of Newport have been very concerned about ongoing traffic safety issues in their neighborhoods and elsewhere and have expressed said concerns clearly to the city council, city management and other appropriate parties; AND

WHEREAS, On July 10, 2024, many of these residents attended the city council meeting in support of a traffic safety resolution which subsequently passed by a unanimous 7-0 vote of the city council, requiring the city administration to draft suggested deterrents to said [traffic safety issues]; AND

WHEREAS, The city administration did come forward with potential resources and implementation strategies, and included in such, noted that a recommendation for additional stop signs and/or temporary or permanent speed bumps/humps is not included at this time, but if other efforts undertaken are not satisfactory, reconsideration can happen; AND

WHEREAS, The city administration sought a further resolution(s) from the city council for actions; NOW THEREFORE BE IT

RESOLVED: That the Newport City Council hereby authorizes the city administration to undertake the following: (a) purchase and activation in key locations of five (5) Trailer Based Speed Monitoring, Warning and Data Collection machines; (b) purchase and activation in key locations of 10 Pole Mounted Speed Display/Data Capture/Warning machines; (c) implement Data Capture and Transparency recommendations; (d) purchase if necessary, and install State Law Yield To Pedestrians Within Crosswalk signs at a

minimum on Harrison Avenue, Morton Avenue, Thames Street, Bellevue Avenue, Old Fort Road, Wellington Avenue and Spring Street; (e) Continue Directed Enforcement Strategies, which major intent is to decrease ongoing traffic safety issues; AND BE IT FURTHER

RESOLVED: That upon final implementation, these traffic safety measures shall remain in place for one year, with the city administration providing updates on a quarterly basis to the city council regarding the impact of such.
