R E S O L U T I O N

C O U N C I L
No.
WHEREAS, Newport’s housing crisis is creating an environment where middle
class and workforce housing is becoming unattainable, driving
many long-term year-round residents out of our City; AND
WHEREAS, Short-term rentals have been a major contributing factor to
Newport’s lack of available housing stock for year-round renters
and a major contributing factor to affordability for home buyers
intending to be year-round residents; AND
WHEREAS, Short-term rentals continue to be allowed in certain zones of the
City; AND
WHEREAS, Recent changes in 2024 to the Rhode Island Zoning Code which
Newport has been forced to adopt allow commercial and industrial
buildings to be re-purposed to residential use, thus enabling a
path for short term rental expansion within Newport to damage the
ability of the City to host businesses that create high paying jobs
within the City; NOW THEREFORE, be it
RESOLVED: That this City Council requests of the City Administration and City
Solicitors office to present to this Council by its next meeting a
plan that shall include ordinance changes and administrative
policies to ban all new short-term rentals within the City of
Newport. This plan and ordinance change shall offer short term
rental operators a 30-day reservation period for properties that are
currently under contract to be purchased or permitted for short
term rental use.
