The Town Council authorized Ahlborg Construction to award multiple subcontract packages for the Middletown Library renovation—including rooftop unit replacement, security & teledata, painting & wallcovering, audio-visual, window treatments, bathroom accessories, book drop, signage, canopy/window film, Raaks shelving, fire extinguisher cabinets allowance, and CMAR-related expenses—based on bids reviewed by Ahlborg and Downes and recommended by the Library Building Committee. Funding will come from bond anticipation note proceeds, interest, eligible donations and grants, and expenses recorded in the Town’s Grant or Capital Project Fund. The Town Administrator is authorized to notify Ahlborg to proceed with awards.

RESOLUTION

OF THE
COUNCIL

No: 2026-60

WHEREAS:

Ahlborg Construction Corporation has put forward bid packages for roof top unit replacement, security and tele data, painting and wall covering, audio visual, furnishings- window treatment, bathroom accessories, book drop, fire extinguisher cabinets allowance, interior and code required signage allowance, canopy and window film allowance, raaks shelving with red powder coat allowances, and Construction Manager at Risk related expenses associated with these packages for the renovation of the new location of the Middletown Library project. The responses were received and evaluated by Ahlborg Construction Corporation and Downes, and a recommendation was forwarded to the Town Administrator and Library Building Committee,

and,

WHEREAS:

The Library Building Committee and Town Administrator have agreed to forward the recommendation to the Town Council,

and,

RESOLVED:

That the Town Council approve the recommendation for Ahlborg Construction Corporation to award the subcontracts of roof top unit replacement, security and tele data, painting and wall covering, audio visual, furnishings- window treatment, bathroom accessories, book drop, fire extinguisher cabinets allowance, interior and code required signage allowance, canopy and window film allowance, raaks shelving with red powder coat allowances, and Construction Manager at Risk related expenses associated with these packages for the renovation of the new location of the Middletown Library project to the vendors and not to exceed amounts identified as follows:

BE IT FURTHER RESOLVED:

That the funding for this proposal is to be from the Bond Anticipation Note Proceeds, interest income, eligible private donations, and eligible grants and all expenses recorded in the Town’s Grant or Capital Project Fund,

and,

• All OTS Ceilings, deck and structure require 1 coat of primer, followed by 2 coats of finish.
• All walls require 1 coat of primer, followed by 2 coats of finish.
• All areas to receive vinyl wallcovering and Tack wallcovering. Walls require 1 coat of primer before wallcovering installation.
• All hollow metal doors and frames must be prepared and then receive 2 coats of finish.

RE: Middletown Library RTU Replacement

During a walk-through of the building at 101 Enterprise Dr. in Middletown, RI we found that there are several RTU's well past their usable life and the other units are right at or very near end of life. There are (3) units on R-410a and the rest of the units are using R-22 which as of 2020 can no longer be sourced in the United States. By the end of 2025 R-410a will also cease production of systems containing this refrigerant. The new standard refrigerant is R-4548 and is more environmentally friendly (GWP of 466 vs. 2088 for R-410a); it is also cheaper, easier to source and more energy efficient when compared to older refrigerants.

We recommend replacing with new RTUs that have variable speed fan motors, 10:1 modulating high efficiency gas burners and with more environmentally friendly and efficient R-4548 refrigerator for cooling all of which offer better energy efficiency. If these units are opted to be replaced it is advisable that the natural gas piping also be replaced as they show considerable amounts of rusting and the configuration of the piping would not pass inspection.

Scope of Work:
1.) Make-safe existing RTU's and remove and dispose of them off-site
2.) Survey curb and send measurements to curb manufacturer
3.) Seal up openings from weather
4.) Remove old gas piping and install new.
5.) Provide new electrical from unit to junction box below, tied into existing to remain circuits. Provide fire alarm fan shutdowns.
6.) Install new adapter curbs
7.) Install new RTUs.
8.) Tie the natural gas and electrical into the new units
9.) Perform start-up and commission the units.

The total to perform the above services would be $543,400

Ahlborg Construction Corporation has put forward bid packages for roof top unit replacement, security and tele data, painting and wall covering, audio visual, furnishings- window treatment, bathroom accessories, book drop, fire extinguisher cabinets allowance, interior and code required signage allowance, canopy and window film allowance, raaks shelving with red powder coat allowances, and Construction Manager at Risk related expenses associated with these packages for the renovation of the new location of the Middletown Library project. The responses were received and evaluated by Ahlborg Construction Corporation and Downes, and a recommendation was forwarded to the Town Administrator and Library Building Committee,

The Library Building Committee and Town Administrator have agreed to forward the recommendation to the Town Council,

RESOLVED:

That the Town Council approve the recommendation for Ahlborg Construction Corporation to award the subcontracts of roof top unit replacement, security and tele data, painting and wall covering, audio visual, furnishings- window treatment, bathroom accessories, book drop, fire extinguisher cabinets allowance, interior and code required signage allowance, canopy and window film allowance, raaks shelving with red powder coat allowances, and Construction Manager at Risk related expenses associated with these packages for the renovation of the new location of the Middletown Library project to the vendors and not to exceed amounts identified as follows:

That the funding for this proposal is to be from the Bond Anticipation Note Proceeds, interest income, eligible private donations, and eligible grants and all expenses recorded in the Town’s Grant or Capital Project Fund,
