RESOLUTION

No.2026-69

WHEREAS, the Rhode Island Executive Office of Health & Human Services (EOHHS) has awarded the City of Newport a $100,000 grant through the Opioid Settlement Municipal Incentive Grant Program to support local initiatives addressing substance use and related public health challenges; and

WHEREAS, pursuant to prior City Council authorization (Resolution No. 2025-170, approved September 2025), the Grants Office within the Department of Resilience & Sustainability submitted an application on behalf of the Fire/EMS Department for funding under this program; and

WHEREAS, the Newport/Middletown Situation Table is a cross-sector collaboration that provides coordinated, rapid-response interventions for individuals and families experiencing acutely elevated risk factors, including substance use disorders, homelessness, food insecurity, poverty, and involvement with the criminal justice system; and

WHEREAS, during its first year of operation, the Situation Table has assisted more than sixty-five (65) individuals and families and has strengthened coordination among participating agencies through regular case conferencing and joint training; and

WHEREAS, the awarded grant will support continued and expanded implementation of the Situation Table model, including alignment with the Opioid Settlement Agreement and the Governor’s Overdose Task Force, development of a localized overdose response plan in coordination with the Newport Health Equity Zone, and enhancement of program capacity and effectiveness; NOW THEREFORE, BE IT

RESOLVED that the City Council hereby authorizes the acceptance of a $100,000 grant award from the Rhode Island Executive Office of Health & Human Services through the Opioid Settlement Municipal Incentive Grant Program; and BE IT FURTHER

RESOLVED that the City Council authorizes the Grants Office, Fire/EMS department, or designee, to execute any and all documents necessary to accept and administer this grant.
