AN ORDINANCE IN AMENDMENT OF TITLE 17 OF THE CODIFIED ORDINANCES OF
THE CITY OF NEWPORT, RHODE ISLAND, REVISION OF 2000, AS AMENDED,
ENTITLED, "ZONING."
BE IT ORDAINED by the City of Newport:
Section 1. Section 17.08.010, Definitions, of the Chapter 17.08
is hereby further amended to ADD the following definitions:
MAJOR RECREATIONAL EVENT: means an event sponsored by a
recognized national or international sporting organization
which is intended to draw a total of more than 5,000
spectators and the duration of which shall not exceed
fourteen (14) days.
TEMPORARY ACCESSORY USE FOR A MAJOR RECREATIONAL EVENT:
means a use of property not more than fourteen (14) days to
support a major recreational event on other property in the
City of Newport, in one or more ways that are subordinate
to and reasonably necessary for the success of the event
and are associated with or sanctioned by the major
recreational event sponsor. Such temporary accessory uses,
which may be located in existing buildings or in tents or
other temporary structures, include, but are not limited
to, welcome and hospitality centers, including food service
to volunteers of the major recreational event; equipment
storage; media sites; parking areas; passenger drop-off and
pick-up areas; and facilities for communications, security,
and medical needs; provided that event preparation and
restoration activities on properties adjacent to the major
recreational event site are permitted for no more than one
hundred forty (140) days.
Section 2. Section 17.44.020A, of Chapter 17.44, R-120
Residential District, ADD as a use permitted by right:

Section 5. Section 17.76.110, of Chapter 17.76, Signs Permitted In All Areas, ADD the following:
P. Temporary signs not larger than fifteen (15) square feet advertising major recreational events or temporary accessory uses for major recreational events, provided that such signs are erected only on or adjacent to the properties on which the event will take place, and are non-illuminated and non-electric. Such signs shall be erected no earlier than thirty (30) days prior to the event and removed within seven days after the conclusion of the event.
Section 6. Chapter 17.100, Development Standards, ADD:
17.100.115. Major recreational event.
Major recreational events are subject to the following conditions:
A. A special event license must be issued for the event before any land is used for the event or preparations for the event.
B. Those responsible for the event must be in compliance with the conditions and requirements of the special event license at all times, including post-event clean-up and restoration work.
C. Signage for the event must not obstruct traffic by foot or vehicle or create a dangerous situation because of the sign’s size or location. Permission must be granted in the special event license for any signs placed on public property.
SECTION 7. This ordinance shall take effect upon its passage and remain in effect until August 15, 2024 at which time the amendments to Title 17 contained herein shall be repealed.
