No. 2025-170
WHEREAS: The Governor’s Overdose Task Force is a statewide alliance of peers, professionals, State agency partners, treatment providers, and community harm reduction and recovery partners with a commitment to addressing the root causes of overdose, including the foundational social determinants of health; and
WHEREAS: The State’s Opioid Settlement Advisory Committee (OSAC) of the Executive Office of the Department of Health & Human Services (EOHHS) have designated Municipal Incentives as a priority recommendation for additional grant funded support to develop place-based partnerships that address specific geographic locations for a “whole-person” approach; and
WHEREAS: The Newport/Middletown Situation Table grew out of multi-agency and municipality discussions started in 2024 related to increased need, and large amount of service overlaps with repeat families and individuals facing multiple behavioral, social and substance abuse issues; and
WHEREAS: Since its inception as a pilot project in Jan of 2025, The Situation Table has developed a community-based, cross-sector partnership of over 20 agencies that works to provide crisis intervention and connects individuals facing addiction, homelessness, mental health challenges, substance abuse disorders, and other issues for over forty-four (44) families and individuals deemed to have Acutely Elevated Risk factors. NOW THEREFORE, BE IT
RESOLVED: that The City Council authorizes the Department of Fire/EMS and the Grants Office within the Department of Resilience & Sustainability to submit a grant request of $200,000 from the EOHHS intended to formalize and further the work and program services of the Newport/Middletown Situation Table.
