RESOLUTION

COUNCIL
No. 2024-90
WHEREAS: based upon recommendation of the Police Department, a plan has been developed in the best interest of the health, safety and welfare of Newport residents to install Community Safety Cameras that have Automated License Plate Readers (ALPR) in order to assist law enforcement efforts in solving crimes and protecting life within the City; and
WHEREAS: the Police Department has identified five (5) fixed locations within the city for the equipment; and
WHEREAS: Flock Group Inc. of 1170 Howell Mill Road NW Suite 21, Atlanta, GA, is a sole source manufacturer, developer, and distributor of the Flock Safety Equipment and are the sole provider of the comprehensive monitoring, processing, and machine vision services which integrate with the Flock Safety ALPR Cameras and has integrated cloud software that has the ability to communicate with 11 other communities within the State utilizing the product. It has a built-in transparency portal, integrates with National Center for Missing & Exploited Children (NCMEC) and integrates with the Nationwide AMBER alert system; and
WHEREAS: award has been recommended to Flock Group Inc for a 3-year contract, for the implementation of five (5) Flock Safety License Plate Readers at their bid price of $18,250 for the first year at contract signing and $15,000 for each recurring year. NOW THEREFORE BE IT
RESOLVED: that the agreement with Flock Group, Inc. is hereby accepted at the total not to exceed cost of $48,250 and the Mayor is authorized to sign said contract on behalf of the City, subject to favorable review by the City Solicitor.
