WHEREAS, the Strategic Plan for the City is an important document which provides the basis for setting priorities and allocating assets as well as guidance for the City Administration in the development of the biennial budget; AND

WHEREAS, the City Council is responsible for having, approving and adhering to a five-year strategic plan for the City, knowing that the Strategic Plan should be updated and approved each year; AND

WHEREAS, the Strategic Plan provides a framework for the allocation of resources and planning and is an integral document with regard to budgetary planning for the City Administration, AND

WHEREAS, on June 26, 2024 the City Council resolved to approve the adoption of the 2024 Strategic Plan, further resolving to approve the 2025 Strategic Plan updates on April 9, 2025; AND

WHEREAS, the City has now completed the 2026 updates to the Strategic Plan, including 2025 accomplishments and updated 2026 strategies for each of the strategic outcome areas; NOW THEREFORE, be it

RESOLVED: that the City Council hereby approves the adoption of the 2026 progress update of the City’s Strategic Plan, as prepared by Raftelis Financial Consultants, Inc., in support of the City’s vision and goals and actions needed to achieve them.
