RESOLUTION

COUNCIL

No.2024-97

WHEREAS: On October 25, 2023, a resolution was unanimously passed by the Newport City Council to address several traffic calming measures on Admiral Kalbfus Road; and

WHEREAS: On December 6, 2023, a State Traffic Commission (STC) meeting was held to address the traffic concerns on Admiral Kalbfus Road, resulting in a commission-approved engineering study; and

WHEREAS: A meeting took place on August 15, 2024, where RIDOT provided updates to the City related to Admiral Kalbfus Road, and noted the following changes requested by the City:

1) Upgraded traffic signal equipment at the intersection of Admiral Kalbfus and Hillside Avenue,
2) Install “No Turn on Red” signs on the traffic signals at Admiral Kalbfus at Hillside Avenue,
3) Permission to include speed and red-light cameras at the Admiral Kalbfus and Hillside Avenue intersection,
4) Traffic signal at Admiral Kalbfus at Sagamore Street,
5) Weight restriction on vehicles on Admiral Kalbfus Road; and

WHEREAS: RIDOT provided the city with a potential design to restripe the roadway to provide 10-foot vehicle travel lanes and buffered 5-foot bike lanes along the

corridor, providing a bike route in keeping with the recommendations of the City’s Transportation Master Plan and with the Ride Island Bike Plan (by Bike Newport and partners), where Admiral Kalbfus Road is prioritized as a cross-town connector for bike travel; and

WHEREAS: This design option would likely lead to truck restriction recommendations by the STC due to lane widths; and

WHEREAS: There are potential benefits and impacts related to this design which will be of interest to the Council and residents, as well as potential adjustments to this design that might improve outcomes; and

WHEREAS: The City Council must decide on further recommendations and approval for this project as per RIDOT’s request; NOW, THEREFORE, BE IT

RESOLVED: The City administration will host a workshop that will include experts from City administration, Ride Island, and RIDOT to review proposed traffic calming design recommendations for Admiral Kalbfus Road, the timing to be determined by the City in agreement with RIDOT.
