Resolution
WHEREAS, the intersection of America's Cup Ave. and Bannister's Wharf experiences exceptional vehicular and pedestrian traffic; and
WHEREAS, the current east and west side crosswalks at America's Cup and Bannister's Wharf are inadequate, posing significant safety risks; and
WHEREAS, at the WEST side of America's Cup at Bannister's Wharf, cars, trucks, taxis, Lyft/Uber drivers, pedicabs, and pedestrians converge haphazardly at that intersection during the heavy tourist season; and
WHEREAS, the EAST side of America's Cup at Bannister's Wharf experiences high speed rates; and
WHEREAS, the absence of dedicated lighting or safety features creates a hazardous situation; and
WHEREAS, America's Cup Avenue is under the jurisdiction of the Rhode Island Department of Transportation (RIDOT), necessitating state collaboration for any modifications; and
WHEREAS, the presence of loading trucks on the north side of the Bannister's Wharf crosswalk obstructs visibility for southbound motorists and cyclists, further endangering pedestrians; and
WHEREAS, implementing a no-loading zone on the north side of the Bannister's Wharf crosswalk, along with the installation of post-mounted delineators between the traffic and bike lanes, would enhance visibility and safety for pedestrians exiting Bannister's Wharf; and
WHEREAS, the City is prepared to commit to necessary measures and maintenance, including tree trimming and maintenance of post-mounted delineators and sidewalk barriers, to facilitate the placement of enhanced pedestrian safety infrastructure; NOW THEREFORE BE IT
RESOLVED, that the Newport City Council hereby directs the City Manager to formally request that the Rhode Island Department of Transportation (RIDOT):
Conduct a comprehensive traffic and pedestrian safety study during the summer tourism season at the intersection of Bannister's Wharf and America's Cup Avenue.
Collaborate with the City to implement a no-loading zone on the north side of the Bannister's Wharf crosswalk and install post-mounted delineators to improve pedestrian visibility; and Present any recommended safety enhancements to the State Traffic Commission (STC) for approval, including but not limited to the installation of High-Intensity Activated Crosswalk (HAWK) pedestrian beacons at the Bannister's Wharf Crosswalks (east and west); and BE IT FURTHER
RESOLVED, that the City of Newport reaffirms its commitment to pedestrian safety and urges RIDOT and the STC to prioritize these improvements to protect all road users, especially during the high-traffic summer months.
