RESOLUTION

COUNCIL
No. 2024-99
WHEREAS, The Naval War College completed a 150-page plan titled: Project 150: Building Capacity: Fulfilling a Vision prepared by Brent D. Glass and Associates in July 2024 and posted on the Naval War College’s internal website for public consumption; AND
WHEREAS, The report assesses the feasibility for a Warfighting Center located inside the Naval base and a new educational and cultural complex for international, Forum, Archives, and museums; AND
WHEREAS, A new international forum is set to have an 800-seat auditorium with parking available. This cost is estimated at 78.7 million dollars for the auditorium and a 16.8-million-dollar project to cover the cost of the parking lot. Making this the largest development project in Newport History; AND
WHEREAS, 58 interviews were conducted from “community stakeholders” within Newport.
WHEREAS, No information has been shared with the majority of the council; NOW, THEREFORE BE IT
RESOLVED, The city council requests an explanation of the genesis of this report be requested from the Naval War College; AND BE IT FURTHER
RESOLVED, The city council expects a full accounting of how this plan impacts Newport’s ability to develop the land in accordance with the North End Urban plan which includes open space and recreational facilities.
