2025-37 Resolution of the Council, re: Streetlights – Purchase & Conversion – Award of contract to RISE Engineering and Ubicquia, authorize the Town Administrator to execute said agreements and notify the Department of Transportation upon completion of the conversion .

WHEREAS:

The Town of Middletown incurs annual electricity costs for streetlights located on both town and state roads,

and,

WHEREAS:

The General Assembly passed legislation that provides the opportunity for cities and towns to purchase their streetlights from Rhode Island Energy and to upgrade the streetlights to more energy efficient LED fixtures,

and,

WHEREAS:

The Town of East Greenwich issued a Request for Proposal for converting its existing technology to LED technology, which the Town of Middletown is leveraging through a piggybacking provision,

and,

RESOLVED:

That the Middletown Town Council hereby awards the streetlight LED technology conversion project as follows: to RISE Engineering in the amount of eight hundred seventy-five thousand nine hundred fifty-three dollars and zero cents ($875,953.00); to Ubiequia in the amount of forty-five thousand three hundred five dollars and zero cents (45,305.00); to Rhode Island Energy in the amount of three hundred twenty-one thousand five dollars and zero cents ($321,005.00),

and,

BE IT FURTHER RESOLVED:

That funding for this project shall be provided in part through Rhode Island Energy’s on-bill repayment plan in the amount of six hundred seventy-two thousand five hundred seventy-seven dollars and no cents ($672,577.00), energy incentives from Rhode Island Energy totaling two hundred eight thousand one hundred sixty dollars and no cents ($208,160.00), and an allocation of three hundred sixty-one thousand five hundred twenty-six dollars and no cents ($361,526.00) from the General Fund,

and,

BE IT FURTHER RESOLVED:

That the Town Administrator is hereby authorized to execute agreements with Rhode Island Energy for the purchase of streetlights, energy incentives, and the on-bill repayment plan; to negotiate and execute agreements with RISE Engineering for the conversion and ongoing maintenance of the Town’s streetlights; and to negotiate and execute an agreement with Ubicquia for the streetlight control software, all subject to review and approval by the Town Solicitor. Furthermore, the Town Administrator is authorized to notify the Department of Transportation upon completion of the conversion, requesting that the agency assume responsibility for the streetlights.
