RESOLUTION

OF THE
COUNCIL
No. 2026-102

A Resolution to award a contract: FOR BUDGETING,
STRATEGIC PLANNING, AND FINANCIAL REPORTING SOFTWARE

WHEREAS, the City of Newport seeks to modernize and improve its budgeting, financial reporting, capital planning, and strategic planning processes; and

WHEREAS, the Finance Department has recommended the acquisition of the ClearGov Civic Edition platform through BuyBoard Contract No. 692-23, a competitively solicited cooperative purchasing contract; and

WHEREAS, the ClearGov platform will provide integrated operational budgeting, personnel budgeting, capital budgeting, monthly financial reporting, digital budget book, and strategic planning tools that support the City's Strategic Plan and enhance transparency and operational efficiency; and

WHEREAS, funding for the agreement has been identified within the approved FY2027 budget; and

WHEREAS, the proposed agreement includes a one-time implementation fee and annual subscription services for a five-year term beginning July 1, 2026; NOW, THEREFORE, BE IT

RESOLVED, that the City Council approves the award of contract to Clear Gov, Inc. for the implementation and subscription of the ClearGov Civic Edition budgeting, reporting, and strategic planning platform, for an implementation cost of $30,760 and annual subscription cost of $69,240, and authorizes the Council Chair to sign the contract for same, upon review of the City Solicitor's office, on behalf of the City.
